Abstract. This study investigates current state of open access publications resulted from support of government funds in Ukraine and neighboring countries. We analyzed the coverage of different types of Open Access based on Scopus and Web of Science web interface classifications. We argued about Scopus and Web of Science feasibility to evaluate openness of scientific research on a national level.
