Abstract. The analytical report was developed pursuant to Resolution of the Cabinet of Ministers of Ukraine No. 787 of July 5, 2024, “Certain Issues Concerning the Determination of Medium-Term Priority Areas of Innovation Activity at the Sectoral Level,” which approved 416 medium-term priority areas of innovation activity at the sectoral level within eight strategic priority areas of innovation activity. The study of the implementation of priority areas of innovation activity at the sectoral level in Ukraine in 2025, based on data provided by the chief spending units, was conducted at the Ukrainian Institute of Scientific and Technical Expertise and Information.
The report presents information on the results of scientific research, research and development (experimental) activities carried out in 2025 using funds from the special fund of the State Budget of Ukraine, in areas corresponding to the sectoral priorities. Based on an analysis of R&D expenditures, a quantitative assessment of the scientific and research-and-development activities performed, and the scientific, scientific and technical products created, broken down by sectoral priorities, chief spending units, and types of R&D, scientific and technical products, the study identified the most highly funded and productive sectoral priorities, the main areas of concentration of financial resources, and the structural characteristics of the scientific, scientific and technical products created.
The report is intended for representatives of public authorities, researchers and engineering and technical professionals, academic staff of higher education institutions, postgraduate students, and students in relevant fields of study.
